Dial Tone Standard Classes
A Standard Class of dial tone service is available to all authorized subscribers where locally supported and cost effective. This service allows the subscriber dial tone access through Centrex service.
There are a number of classes available from which to choose. Dial tone classes may be tailored for the subscriber to meet the specific needs of each telephone location. The following classes of Standard Dial Tone services are available:
- Interior Class
- Provides analog dial tone service that restricts calls dialed from or placed to Interior Class numbers to be within the Centrex system only, e.g., 342-/219- Interior Class stations can only call or receive calls from other 342-/219- stations. Accordingly, a telephone with Interior Class service cannot make or receive outside local or long distance calls, and can only connect to other numbers within its specific Centrex system, e.g., an Interior Class 342-/219- number can only connect to other 342-/219 numbers. Specific features desired from this class must be indicated at order time and will not be activated unless specified.
- Features available with Interior Class include:
- Call Waiting Terminating or Originating
- Three Way Calling
- Call Forwarding-Busy Line
- Call Forwarding-Don't Answer
- Call Forwarding-Variable
- Call Pick-up
- Call Park
- Caller ID (requires Caller ID capable telephone set or adjunct unit)
- Automatic Call Back
- Speed Call-short
- Directed Call Pick-up
- Dormitory Class
- Provides analog dial tone service to include interior calling and outside local calling. This service is restricted for dormitory use. Specific features desired from this class must be indicated at order time and will not be activated unless specified.
- The features available with Dormitory Class are:
- Toll Restriction
- Call Waiting Terminating
- Basic Class
- Provides analog dial tone service to include interior calling and outside local calling unless otherwise requested to be excluded. Specific features desired from this class must be indicated at order time and will not be activated unless specified. Stations which need to be restricted to interior calling may be ordered under this class of service.
- Features available with Basic Class include but are not limited to:

- Proprietary Business Class
- Provides hybrid, analog dial tone service to include the same features as Basic Class, but additionally provides the capability for having multiple dial tone lines, status indicator lights, call information display, and other telephone set related features.
- This class is only available in certain areas of the state and requires special telephone set equipment. For availability and more information, contact OTS Customer Service.
- Digital Voice Class
- Provides the capability to access features and other digital services in conjunction with an electronic digital telephone set. This class includes all features available with the Basic Class.
- When used with compatible, electronic digital telephone sets, feature access such as call pick-up, call transfer, call hold, etc., can be accomplished by depressing a designated feature button. Other digital set options may include multiple dial tone lines, multiple call appearances, group intercom, status indicator lights, and call information display.
- This class of service is not available in all locations. The type of digital telephone set required is dependent on the serving Central Office. Contact OTS Customer Service to determine availability, features, and type of telephone set required before ordering.
- Integrated Services Digital Network Class
- Provides the capability to transport voice and data simultaneously using a single line. This service is provided as Basic Rate Interface Service (BRI) consisting of two 64kb/B-channels and one 16kb/s D-channel (2B+D). The B-channels are used for transmitting information such as voice, data and video. The D-channel is used for signaling. This service can be used for voice calling and circuit-switched data.
- This class of service is not available in all locations. It is generally available only to Standard Dial Tone service users. Contact OTS Customer Service to determine availability and for further information regarding ISDN.
- Key System Class
- Provides dial tone service for lines that terminate in a key system.
- All Basic Class features are available with this class of service.
- Service Access Line
- A line of service available for use with data applications requiring continuous use of a voice grade analog line for processing data calls. Some examples include Integrated Voice Response Systems (IVR), Modems and Modem Pool type applications. This service usually requires that the lines are in a multi-line hunt group, whereby the line rolls over from one line to the next and connects to some type of data device. These lines are dedicated to work with the equipment and are not shared by voice users.
- Additional charges may apply, depending on the equipment type, design or configuration. Other options and provisioning may also be available as a solution. This service is generally available only to Standard Dial Tone service users. For additional information regarding Service Access Line contact OTS Customer Service.
- Line Extension
- This is a telephone company provided service to extend a standard dial tone number to a different location. The location could be the down the street or across town. This service does not include the cost of the standard dial tone service.
- Off Premise Extension/Same Central Office: Provides the capability of adding a telephone instrument to a standard dial tone line outside of the building at a different street address, but within the same Central Office (C.O.) service area (e.g., an agency has a 342-0000 number and an extension of that number at another address is still in the 342-0000 C.O. serving area).
- Off Premise Extension/Different Central Office: Provides the capability of adding a telephone instrument to a standard dial tone line outside of the Central Office serving the main line but within the local calling area (e.g., an agency has a 342-0000 number and an extension of that number is across town in the 925-0000 C.O. serving area). This service also requires Inter-Office Mileage.
- Inter-Office Mileage: Provides for charges for mileage associated with having a standard dial tone line extended from a different area of the city with a different prefix than the prefix for the serving central office (e.g., an agency has a 342-0000 number in the 925-0000 C.O. serving area). This item is required for any number located in the same city, but outside of the same C.O. (see also Off Premise Extension/Different Central Office).
- This is a telephone company provided service to extend a standard dial tone number to a different location. The location could be the down the street or across town. This service does not include the cost of the standard dial tone service.
Standard monthly billing rates have been established and are applicable for each class of Standard Dial Tone service as follows.

Monthly dial tone service rates will be assessed against all lines in service by the close of business of the 19th of the current billing month. Charges for lines installed after the 19th will appear on the next month's invoice. Conversely, rates will not be assessed against any lines disconnected by the close of business of the 19th of the current billing month. Charges for lines disconnected after the 19th will appear on the current month's invoice.
Any analog line that will not be utilized by a subscriber for an extended period of time may be placed on Inactive status. A line on Inactive status will be billed at $5 per month. Mileage charges or additional features associated with these lines that are not included in the Standard Class will continue to be billed at the prevailing AT&T rate. A Support Service fee of 0.5% shall be applied to the monthly cost of this service.
