Office OF PLANNING and BUDGet
The Office of Planning and Budget (OPB) provides budget-related services such as long- and short-term financial analysis and executive operating budget development, monitoring and control. The office also is involved in policy development, planning, accountability and other management services including the maintenance of a statewide performance database and integration of performance information into the budget development process. OPB coordinates the implementation of budgeting and managing for results in the executive branch of Louisiana state government. OPB supports and assists the governor and commissioner of administration in the development and presentation of the governor’s executive budget documents and the monitoring of the state’s operating budget to promote efficiency, effectiveness, and compliance with executive and legislative intent. OPB maintains and disseminates financial and performance data for the benefit of state decision makers, state agency and program managers, data users, and the general public. OPB staff represent the Governor and Commissioner of Administration on commissions, councils, task forces and consensus estimating conferences.
Through the state economist, OPB provides revenue projections to the Revenue Estimating Conference, the four member panel which establishes the state revenues available for spending in the executive operating budget.
Through the State Planning Program, OPB serves as the centralized planning and resilience program for state government, coordinating state and local efforts in identifying and developing strategic and effective planning and risk mitigation approaches. This program provides a framework and implementation roadmap for developing long range planning, policy development, and technological capacity within state government. The program will serve as a resource to stakeholders in developing planning initiatives and goals, including coordinating and aligning state and local planning efforts to ensure efficient and effective long-term planning decisions for the State of Louisiana. The program provides resources and coordination to allow the State to fully leverage ongoing resilience planning initiatives such as the Long Term Recovery Strategy, Louisiana Watershed Initiative, ConnectLA Broadband Initiative, and the Governor’s Climate Initiative.
