Procurement Agency Liaison (PAL) Program
Summary
The Procurement Agency Liaison (PAL) Program is an initiative of the Office of State Procurement (OSP) designed to strengthen partnerships with state agencies and enhance the effectiveness, consistency, and efficiency of statewide procurement operations. Through dedicated liaisons, the program provides agencies with hands-on support, improved communication, and a streamlined connection to OSP.
Program Overview
Each agency is assigned a dedicated Procurement Agency Liaison (PAL) who serves as the agency’s primary point of contact for procurement-related matters. PALs schedule on-site or virtual appointments as needed to offer guidance, technical support, and targeted training. PALs do not handle agency workload; instead, they empower agency staff to manage procurement responsibilities effectively.
Purpose
The PAL Program is designed to:
• Provide hands-on procurement training to agency personnel.
• Serve as a single point of contact for procurement inquiries.
• Promote open, direct communication between OSP and agencies.
• Establish cooperative, productive working relationships.
• Support the timely submission and processing of purchasing and contract files.
• Provide comprehensive assistance throughout the lifecycle of agency Requests for Proposals (RFPs).
