This is to give notice that the Louisiana Office of Community Development (LA OCD), in conjunction with Ascension Parish and the Federal Emergency Management Agency (FEMA), has conducted an evaluation as required by Executive Order 11988, and in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded in part under the Community Development Block Grant Disaster Recovery (CDBG-DR) Program and Flood Mitigation Assistance Swift Current.
Ascension Parish proposes to elevate homes using funding under the Federal Emergency Management Agency (FEMA) Swift Current Grant Number EMT-2002-FM-E001. The Louisiana Office of Community Development (LA OCD) is seeking additional funds to cover the Non-Federal share of the total project costs using Community Development Block Grant Disaster Recovery (CDBG-DR) Program funding. The project activities include elevation of twelve (12) substantially damaged homes to two (2) feet above the base flood elevation (BFE). The proposed improvements will impact less than 1 acre of floodplain and have no impact to wetlands at the following locations:

LA OCD and Ascension Parish have considered alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: There is not a practical alternative location as these are existing homes and therefore the action must take place in a floodplain. The proposed action minimizes the impact of floods on human health, safety and welfare. The proposed action avoids long and short-term adverse impacts associated with the occupancy and modification of floodplains/wetlands. The action is not anticipated to have impacts on the surrounding 100-year floodplain. The proposed action will be compliant with state and local floodplain protection procedures.
LA OCD and Ascension Parish have reevaluated the alternatives to elevation of homes in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas.
