Completing the Application
Requests for any change in the description of a capital outlay request as authorized by Act 766 of 2001 must be submitted on the Board's official scope change application form. The form must be downloaded, filled in on the computer, and signed (digital signatures are acceptable). Any application not complying with these instructions shall be returned to the submitting agency.
A revised capital outlay request reflecting the requested descriptive changes must be enclosed with the application form. All applications and attachments should be emailed to ieb@la.gov. The application will be submitted to the Commissioner of Administration for that office's recommendation to the board. If recommended by the Commissioner, the official application and letter of recommendation will be submitted to the Interim Emergency Board for inclusion on its next meeting agenda.
Applications from State Agencies
All capital outlay projects for state agencies, with the exception of the those agencies named in the capital outlay act affected, come under the jurisdiction of the Office of Facility Planning and Control once the capital outlay bill is enacted into law.
The application must be signed by the department/agency head as well as the state senator and state representative in whose district the facility is located. If it is a statewide project, then no legislative signatures are required.
If a project is being transferred to a different department/agency, the signature of the recipient department/agency's head is required also.
Applications from Non-State Entities
The application must be signed by the agency head as well as the state senator and state representative in whose district the facility is located. If a project is being transferred to a different agency, the signature of the recipient agency's head is required also.
Legislative Approval of Capital Outlay Project Changes
Action by the Board on any project descriptive changes is subject to a majority approval of both houses of the legislature. Any capital outlay scope change which was favorably recommended by the Board and received legislative approval from one house but failed to receive approval from the other house shall not be eligible for reconsideration for re-balloting at any future meeting of the Board.
An agency that qualifies for IEB funding or is requesting authorization to deficit spend its current budget must transmit its request on the board's official application form. Download the form, obtain necessary digital signatures, and submit via email to ieb@la.gov.
Any recipient of an IEB appropriation must submit a written report for the quarters ending March 31, June 30, September 30 and December 31 beginning the first quarter after the appropriation is approved. The state agency report or the non-state entity report must be filed with the board within 15 days after the end of each quarter.
