Project Administration: State
Information Related to Design:
Thank you for your interest in the projects administered by FPC. We appreciate your interest and provide the following information to assist you in applying for these projects. In accordance with R.S. 38:2310 et seq., designers providing professional design services for all state projects with a construction cost exceeding $1,000,000 are selected by the appropriate selection board. There are selection boards for Architects, Engineers and Landscape Architects. These boards are composed of private sector professionals from the appropriate disciplines and representatives of the state. Applications for selection are solicited through advertisements in The Advocate newspaper in Baton Rouge. Interested persons may also subscribe to electronic notification of advertisements on the Electronic Notifications page of this website. In response to these advertisements, designers may apply according to the instructions in the advertisement. More information can be found on the Selection Boards page of this website.
For projects with a construction cost of less than $1,000,000, designers are directly appointed by FPC and are selected based on criteria such as past performance, Hudson approval, veteran or disabled veteran ownership and proximity to project site. Designers interested in being considered for appointment for these projects may send a letter expressing their interest to this office addressed to Roger E. Husser, Jr., Director, and to the attention of Matthew Baker or Bobby Boudreaux, Assistant Directors. Please be aware that the recommendation of the agency for which the construction will be done is given careful consideration.
For projects with a construction cost of less than $1,000,000 for various disaster recovery projects, designers will be selected through a special advertisement and an internal committee evaluation and selection process.
Information Related to Construction:
Thank you for your interest in projects administered by FPC. We appreciate your interest and provide the following information to assist you in your efforts to provide services for these projects. In accordance with R.S. 38:2211 et. seq., "All public work exceeding the contract limit... shall be advertised and let by contract to the lowest responsible bidder..." The current "contract limit" for this office is $250,000. When construction services are required for these projects, bids are solicited through advertisements in a newspaper in the locality of the project and are posted on the Construction Bid Advertisements and Results page of this website. Interested persons may also subscribe to electronic notification of advertisements for bids on the Electronic Notifications page of this website. In response to these advertisements contractors may submit bids according to the instructions stated in the advertisement. Most of our advertised projects are for bid by general contractors, however, some are of more limited scope, such as roofing, waterproofing, mechanical equipment replacement, fire protection systems, hazardous material abatement and similar work.
For projects with a construction cost of less than the contract limit, contractors are selected on the basis of proposals requested directly from qualified contractors. Many of these projects are for work of limited scope as described above. We are not able to maintain a list of those interested in our projects.
There are many legal requirements that affect public construction and contractors interested in this work should be familiar with them before submitting bids or proposals.
The Louisiana Public Work Bid Form is published in the Louisiana Administrative Code under Title 34, Government Contracts, Procurement and Property Control, Part III. Facility Planning and Control, Chapter 3. Louisiana Uniform Public Work Bid Form.
